Background Papers
These papers discuss various theoretical and practical aspects of the subject in question, with a view to a better understanding of the perspectives often advanced in discussion and debate. Our guiding principle is to "seek first to understand, then to be understood." These papers do not constitute Council policy, although they may complement our policy statements.
